What is Primary Challenge and Project 2010?

 Primary Challenge is a non partisan organization fighting to give the people of New York control of their government.  Make no mistake about it, your government is out of control.  Our so called elected officials have a criminal contempt for you and are destroying our state, and by extension, our country.

In recent days, there has been a heightened awareness of the need for reform.  Several well intentioned people across the state have attempted to secure reform but have failed, not fully understanding the length, breath and complexity of the problem.

Our legislators for their part have totally ignored our frustrations expressed in countless public meetings.  They feel immune to the wrath of the people and for good reason.  They have erected a political system which protects and rewards them no matter how corrupt or incompetent they are.  They exercise the power of their offices and extort your wealth, and violate the constitution.

In utter frustration many have given up, and have accepted the cliche "there's nothing we can do about it".  Well I am here to tell you there is something you can do.  To accept the status quo is to pass this nightmare onto our children and tell them to fix it.  I for one refuse to do that.

 Primary Challenge Project 2010 is the ONLY peaceful answer to the problems facing New York.  We can, if informed and organized, return this government to the people and replace every elected official in New York.  The purpose of Project 2010 is to ultimately hold a constitutional convention and abolish the existing government of New York, replacing it with one that is "of the people, by the people, and for the people".

Project 2010 has four essential components which if used, will produce the changes in New York we all long for.

The first is the most aggressive.  It is to organize citizens across the state to exercise our inalienable right to abolish the government by referendum.  We the people have always had the power to abolish this government but the process is so daunting and the prospect of success so low that it has never been attempted in the history of the country.  However, the advent of mass communications media such as the internet have made such a process plausible.

In order to accomplish this goal the people must have representation in every county, city, town and village in New York.  It will take time and money to build an organization capable of holding the referendum and every effort is being made to accomplish that goal.

The second aspect of Primary Challenge Project 2010 is to take advantage of the current corrupt political system.  Every incumbent legislator knows that he or she is most vulnerable to the wrath of the people in the primary election.  Therefore, as we build an organization capable of holding a citizen referendum, we are preparing that organization to challenge every State Senator and Assemblyman in the 2010 primary election.  Our body of volunteers will be organized to support candidates across the state and if successful, replace current legislators with reform candidates representing the people.

This process is less costly, and can be equally effective.  Once elected, a seated legislator representing the people can propose legislation to hold a constitutional convention.  If approved by the people, the convention is held and the existing government is effectively replaced by that government created by the new constitution.

The third aspect is to reform the nominating process of the parties that continue to support incompetent legislators.  Again, while building an organization to hold a citizens referendum, each volunteer will be encouraged to become a committee person of the party to which they belong.  If a sufficient number of volunteers takes advantage of this opportunity, current legislators will be unable to secure the nomination of their party and be forced to either retire or attempt to run as an independent.

Finally, once again while building our organization to hold a citizens referendum, should all other aspects fail to produce the necessary constitutional convention, by law the question of holding a constitutional convention will be placed on the ballot in 2017.  Our efforts will be seeding the ground for passage of that referendum.  Our organization must educate the people concerning the importance of passing this referendum.
