Over the past forty years the people of New York have lost confidence in our state Government and for good reason.  State Government has become an abusive and consuming master instead of the public servant it was intended to be.

At present the government of New York cannot be constrained by the written law and continues to grow while violating our rights and jeopardizing future generations.

Therefore, Primary Challenge offers this contract with New York.  This contract shall be signed by every state legislative candidate prior to receiving the support and endorsement of Primary Challenge and its volunteers.

The text of the contract shall be as follows:

As a candidate for the office of State Legislator, either Senate or Assembly, I do solemnly swear that when elected, I will sponsor or support legislation:

1.  To abolish property taxes in New York

2.  To abolish the personal income tax in New York

3.  To institute term limits on all elected officials in New York

4.  To provide a recall provision for all elected State officials

5.  To provide initiative and referendum to the citizens of New York

6.  To make English the official and only language of the State of New York

7.  To eliminate any and all public subsidies for the maintenance of illegal immigrants, and to require their immediate extradition to their country of origin

8.  To restrict the functions of Federal Agencies within New York to those functions specifically required in the US Constitution

9.  To require constitutional testing of all proposed legislation prior to passage and enforcement

10.  To abolish all Public Authorities

11.  To convene as soon as practical, a Constitutional Convention for the purpose of drafting a new State Constitution that will place stronger and lasting restraints on the power of government.

As a representative of the people I will work with all reform candidates and legislators regardless of party affiliation, in an earnest effort to fulfill the terms of this contract.
